The Consumer Price Index (CPI) linkage mechanism is one of the most common and important clauses in Israeli lease agreements. Its purpose is to preserve the real value of rent over time, especially during periods of inflation and price increases in the economy.
The index is published on the 15th of each month by the Central Bureau of Statistics (CBS). It reflects the change in the price level of an average basket of goods and services consumed by families in Israel. When the index rises, the purchasing power of the Shekel decreases, and rent is adjusted upwards accordingly.
The basic formula for indexation is simple:
New Rent = Base Rent × (Target Index ÷ Base Index)
Lease agreements must explicitly define the method of indexation, as the difference between them is critical to when the calculation and payment are performed:
| Comparison Point | Known Index (Madad Yadua) | Respect-of-Month Index (Madad Begin) |
|---|---|---|
| Which CBS index applies? | Latest published index on or before payment date | Index representing the specific calendar month |
| Known on payment day? | Yes, known in advance (immediate calculation) | No, published 15th of next month (retroactive settlement) |
| CBS base-year chaining | Multiplied by CBS Chaining Factor across resets | Multiplied by CBS Chaining Factor across resets |
It is highly recommended to include a clause in the contract stating that the rent will not decrease below the baseline rent, even if the index drops (negative inflation). This is a standard protective mechanism that safeguards the landlord's minimum base income.
How does RentMate help? With the RentMate app, there is no need for manual calculations or tracking the CBS website. The system connects directly to the official index data tables, identifies the billing date, and calculates the exact updated rent with a transparent breakdown ready to share with your tenant.

Every two years, the CBS resets the CPI base to 100.0. To bridge across a base-year reset without creating an artificial drop, landlords must multiply the target index by the official CBS Chaining Factor (Mekadem Kesher).
An index floor clause (positive indexation only) ensures that the rent will not decrease below the baseline contractual amount even if the index drops during periods of negative inflation.
