Retroactive CPI Rent Reconciliation & CBS Base-Year Chaining Explained

✍️  |  Updated:

In many Israeli residential leases that include a Consumer Price Index (CPI) linkage clause, tenants pay via 12 post-dated checks or a fixed standing order for the baseline rent. Rather than recalculating the rent every single month, landlords and tenants often perform a retroactive CPI reconciliation at the end of the lease year or upon option renewal to settle the accumulated indexation differences.

Step 1: "Known Index" vs. "Respect-of-Month Index"

The Central Bureau of Statistics (CBS) publishes the monthly CPI on the 15th of the following month. Before running any retroactive calculation, check whether your contract specifies:

Step 2: The Base-Year Reset Trap & CBS Chaining Factors (Mekadem Kesher)

Every two years (such as January 2021, January 2023, and January 2025), the Israeli CBS updates the consumer basket and resets the CPI base year to 100.0.

If a lease started before a base reset (for example, at index 108.2 on the 2022 base) and is reconciled after the reset (for example, when the new index reads 103.4 on the 2024 base), naively dividing 103.4 / 108.2 creates a false negative drop! To bridge across a base-year reset, you must multiply the target index by the official CBS Chaining Factor (Mekadem Kesher):

Adjusted Target Index = Target Index × Official CBS Chaining Factor

💡 Base-Year Chaining Example:
A lease for 6,000 ILS/month was signed in 2024 with a base CPI of 106.5 (Base 2022 = 100.0). In January 2025, the CBS reset the index to Base 2024 = 100.0 with an official Chaining Factor of 1.075. When the 2025 target index reaches 102.0, the chained target index on the contract's original base is 102.0 × 1.075 = 109.65. The true indexed rent for that month is 6,000 × (109.65 ÷ 106.5) = 6,177.46 ILS.

Step 3: Presenting a Transparent Month-by-Month Reconciliation Table

Requesting a lump-sum reconciliation without showing the underlying math can cause friction with tenants. Best practice is to generate a clear month-by-month breakdown showing each month's payment date, the official CBS index, any chaining factor applied, the indexed rent due, the base rent actually paid, and the exact monthly difference.
